ITEF is not satisfied of finalization of cadre review without consulting them

Following is the message published in ITEF website in response to Chairperson's farewell message.
"According to the signing off message (Published in the website of IRS Officers) of the outgoing Chairperson, CBDT, the proposal of allocation of posts and other Recruitment Rules etc. have been approved by the CBDT and sent to the Finance Minister for approval.  It is also mentioned that the CCAs have been directed to be ready for implementation.  This is in contravention of the understanding reached between the ITEF and the Member (P&V) on 17.01.2014 that the Board will cause discussion with ITEF Representative again after finalisation of  the proposal for allocation of posts and as such,a breach of trust."

Why is itef creating hurdle in implementing of CR? Cbdt should go ahead without discussing with itef because it has already been too late.

It is the inefficiency of the ITEF leadership that they could not pursue the authorities regarding the demands of the staff as well as the apprehensions in the event of implementation of CR. This has not an event happened in 24 hours. After the lapse 10 months the central Cabinet cleared the CR, it should be perceived as the incapability of the leadership, that they cold not do anything fruitful. They only thing they could do is that lagging the implementation by showings double standard by playing gimmicks. It has also underlined the fact that the union is nothing and they have no role in decision making and they are not even aware of anything happening in Delhi. They people get new only from Newspapers. I feel if they evade from intervening CR will be implemented soon, otherwise the implementation will be prolonged indefinitely.

Thank God ! The Board has not consulted with ITEF finally otherwise it will take another six months time for useless meetings and unnecessary discussions. I would like to thank to the former chairperson as well as the Board members for these bold steps taken for the sake of employees as a whole. It seems that the acts and ambitions of Board and ITEF become adverse. Board tries to resolve the over delayed matter for the better future of the employees in justified manner whereas ITEF members opposes the same for future of themselves rather than ITEF staff members who are eagerly waiting for early implementation of CR throughout this country.

Actually report of Subcommitte-1 was almost appropriate. Politics started from Core Committe allocation and it seem now that this department has started to face bad phase of time in future.........May god give Sadbuddhi to all specially KING IRS people and union's office bearer at central level.

up logo ki ea "breech of Trust" theory our "hamare suggestion nehi sun raha hai" ...shun shun ke kan pak gaya....uplogo ki koi accountability -e nhi hai....kiu kurshi pakarke baitha hai?...whole ITEF chq executive committee resign kor lo....uplogo ka 'andolon' ki drama nehi chaie...beimaaan..bika hua neta nehi chaie...shame!!..shame!!

CR is about to happen after 8 months' waiting. ITEF leaders, if you cannot do any good, at least please don't harm IT Employees for your vested interests

ITEF office bearers are only doing drama & throwing sand in the eyes of the employees. They knew everything. Top leaders have got their share to allow CR a smooth passage from CBDT to FM.

Itef should talk to new chairperson immediately and call back the file of new recruitment rule and think twice for the future of sta that passing for exam continue till 2013 exam passed out are absorbed.

ITEF central leaders should be neutral in in allocation of seat to various regions, it must be left out for the Board to decide the allocation as per over all perception of the country. Otherwise leaders at the central front may use it for their own interest and harm the rest. It should confront with the board in policy making decision such as in the matter of abolition of early passing, qualifying service matters etc. , but they are only saying that board has not taken their view, but we people want to know what are their agenda of talking. Are they cheating us ????? . All ITEF members should resign from membership immediately , it is a back door political leaders group and have no open and clear cut view or opinion. Why we support such union???? Think….Think….Think….

BUT THIS IS NOT FAIR TO STOP THE ENTIRE RESTRUCTURE.

Really sorry state of affairs ! Some state leaders issue circular calling for non-cooperation to please the central hq and on the other hand say in their states 'light lo'. Just like ajit kumar said the union should take on the board regarding date of passing, nr parmar etc., and not on allocation because the itef/itgoa could not present to the board any concrete proposals even after more than 9 months of CR for the board to take them seriously.

Everyone in their comments have said that ITEF is of no use, may be cent per cent right in this issue of allocation but at times the ITEF does some good things knowingly or unknowingly. But ththe fact remains that the leaders have lost the respect and the common members faith in their impartial and selfless leadership. All these is due to the bitter truth that inspite the ITEF being an empolyees union, the leaders are guided, commanded by the commanders who have no legitimate right to continue in the association, which the BOARD knows very well, hence the leadership is not taken seriously by the BOARD and the GOVERNMANET. THINK......THINK Again.....THINK Oncemore..... u can c many old faces and names in the CHQ in various capacities functioning to weaken the serving employees and their leaders by siding with so called elected leaders and encouraging mild persons who will act as per their wishes. TIME TO ACT FOR ALL OF US >>>>>>>>> UNITE TO CLEAN OUR OWN HOUSE AND CLEAR THE BACKYARD ALSO. See and assess the capabilities of your state/circle leadership and branch leaders those who elect the CHQ leaders. Most of them will be non-comptent but surely their YES MAN, else you see such leaders thrown out in the next election by any means and then get installed a body which always fulfill their wishes/call whithout thinking a second thought. NO DOUBT their are some circle like KERALA which showed the courage to go against the CHQ leaders call for agitation for unwanted reasons, similarly the Comrades of WEST BENGAL, both ITEF & ITGOA members and leaders went against the CHQ leadership and dared them. THEIR FIGHT saw to it some changes they could make in the ITGOA BGM and thrown out the ALL POWERFUL MUMBAI LOBBY and its leaders during the recent election. THATS UNITY OF ITGOA. NOW ITS TIME FOR ITEF... DAYS ARE FAR AHEAD..... But u need time too. Start to think upon the leaders and act to do the justice for all.

ITEF has ensured scrapping of quota linked to year of passing the Dept Exam.

New Rule is heavily scewed in favour of the Sr.TAs from compassionate appointment channel who normally take time to clear the dept exam and is against the Sr.TAs from direct recruit TA channel, majority of whom clear the dept exams quickly and thus used to become eligible for promotion much earlier.
Thus the new rule dispenses with the merit criteria altogether.

Also a new clause of three year waiting period has been introduced. This also seems to be the handiwork of ITEF since this would only delay promotions to the Sr.TAs from direct recruit TA channel, majority of whom clear the dept exams quickly and would be a boon for Sr.TAs from compassionate appointment channel who normally take longer period to clear the dept exam.

Now when a person joins a Department, he\she builds up a vision of career progression based on the existing rules. Now when suddenly the rules are changed, it should in all fairness apply prospectively for candidates who as of now are not eligible for a particular promotion and not for the candidates who otherwise would have got the promotions.

Now it is new fashion to criticize to ITEF for what ever reason they think. The cooling off period for each cadre for the next promotion is stipulated in the respective recruitment rules framed by the respective department as per DOPT instruction. You cannot get your next promotion within a year if you have passed the requisite exam in the year of joining. You need some working experience say minimum three years for next promotion. The new DRs are in a hurry to get next promotion in the next year of their appointment otherwise they blame it for ITEF?

The affectd members shld unite and take approprite litigation on all india basis. Shld welcome ITEF leadrs with black flag if Dt of passng discontd.This is ITEF baby n want to kill by themselvs. Leaders pls dont allow....

It is heard that the ITEF has recommended for deletion of date of passing quota. They should have represented all its members and not some part of its members. The decision of abolishing date of passing quota is affecting almost 50% of employees. Don't they know this? Some people, who have opted for inter-charge transfer have already lost their seniority while getting such transfer. They might have opted this with a hope to get the promotion in date of passing quota. Now they lost that chance also. The Board should have considered the draw-backs of recommendations of committee and make amendments viz. retention of date of passing quota, etc. to overcome many difficulties in implementing new recruitment rules. At least, exemptions may be granted to those who have already passed the exam and likely to get their promotions in date of passing quota.

Most of the leaders already have taken advantage of the date of passing rule; so they are fully justified in recommending for its removal. further they are only interested in their promotion to ITO cadre; so why they should be bothered about some one losing their right for promotion through the date of passing rule. all the members know pretty well that even at allocation level they were concerned about no of itos allotted to thier states.

Rightly quoted, passing rule cannot be applicable retrospectively , when the same are made then only came into existence if this simple method is not accepted , all ta and sta must go to supreme court and get a stay against it

Now CBDT has realised that most of the ITEF members are disliking the behaviour of their stupid leaders who are fighting for their own benefits. It is also a good symptom for the department that ITEF was ignored in CR process. CBDT should impose disciplinary action against those leaders if they create any sort of distrubence in the department that will hamper the revenue collection of our country. Now no support to ITEF . Let it go to the hell.

all the itef leaders had taken credit for the entire cr exercise and then the proposed state-wise allocation. they said that without the itef intervention cr would'nt have taken place at all. now they say they have not been consulted??

All the leaders (except blind, submissive followers) have taken advantage of of their own leaderships by corrupt methods. All such COMRADES of Kerala became ITOs ( some retired as ITOs/ DCs). Friends, they never could have dream such a position if it was in some other(majority)departments- they will become only Sr.P.S.

Dear friends, we a fighting each other on quota policy of ministerial and non ministerial, but y look out of these areas, u all suffer very loss when passing quota delete from ITI promotion but this rightly upheld by Supreme Court decision K.C. Sharma and CCIT Delhi( 1998) for fixing passing and seniority quota. This policy also adopted in ITO Promotion but otherside deleting in ITI. Very shameful and matter of dispute between seniority and passing employees in future.Cause litigation.....

I have come come across certain comments that ‘you could have become direct ITI or IRS etc.. etc..’ while somebody presents their views. I feel, it is not the right way. How many PM/President do we have? Among IRS cadres, all are not becoming Chairperson or Members. Sometimes it is just a chance or luck. For the administrative machinery to run, we want staff in all cadres. Even an MTS has his own role. The only thing is that how one carry out one’s role. At the same time he has all the right to fight for or raise his own rights and views. It is true that people are with different calibres – admit it. Never underestimate anybody or suppress their spirit only on cadres. Thanking you, sir.

"ITEF is not satisfied of finalisation of review cadre" does not make any sense. A considerable time have been lost without achieving any fruitful result. My point of view is whether ITEF is in a position to implement the restructuring i.e. get the promotion of the effected staff including those have retired from during this period from the the past date. If it is not possible than I feel it is of no worth wasting more time in just getting satisfaction of ITEF.
