Revenue collection in West Bengal to be hit due to I-T staff crunch : Media News

The process of augmenting revenue collection in the state will suffer a major set back as the existing staff  strength of income tax officers in Kolkata Zone is low, said the Joint Council of Action of Income Tax Association, an amalgamation of two unions ~ Income Tax Gazetted Officers Association (ITGOA) and Income Tax Employees Federation (ITEF).
Officers from the ITGOA today in a programme said that as per the new cadre restructuring in the income tax department, the Central Board of Direct Taxes allotted additional 20,751 staff members, including officers, to 18 regions across the country, while the Kolkata circle is getting none of the staff members. 
Kolkata Zone has a present strength of around 7,100, among which 1,633 members, including officers, will be transferred to other zones. This will affect the collection of revenues. West Bengal, Sikkim and Andaman falls under this zone.
 In the last financial year around 25,000 crore in direct taxes was collected from Kolkata zone.
Mr Bhaskar Bhattacharya, All India General Secretary of ITGOA, said that the new cadre restructuring has deprived Kolkata zone in allotting the new officers. 
"The new restructuring of cadre will affect the revenue collection in West Bengal. The zones which have maximum number of staff strength are Delhi, Mumbai, Ahmedabad, Hyderabad and Bangalore. As a result, West Bengal will be denied the Central grants in the sectors like health, education and infrastructure development if the state sees low collection of direct taxes. The disparity in the cadre distribution happens because some senior officers including some of the Indian Revenue Services prefer to be posted in major cities," Mr Bhattacharya said.

It is good for deptt to fix minimum service for promotion and transfer the post to other region or direct recruitment. STA and steno with GP 4200 to complete 3 yrs is a good step.

No need of revenue from WB charge.This charge has created indiscipline in the IT department. Whole WB charge should be cut down and post of ITO must be withdrawn more and more in near future.we have seen discipline in police and other departments but comrades do nothing and they are waste for the country.All MTS staff of orissa cadre

JCA ka misuse kyo kar rahe ho akele WB ke liya.Sahi facts produce na kar tarod marod kar facts de rahe ho ,kabhi others demand ko mentioned kar dege ho ,aapni marji se letter likh dete ho ,kabhi aap logo ne sabki bhawnaao ko samjha hai ,sabhi sathi chahte hai CR immediate lagu ho aap bar bar isme rukawat ban kar letter likh dete ho ,sabhi sathio se anurodh hai kisi tarah inko bar bar letter likhne se roko,or CBDT ko inki asleyat batao or inki kuch bhi na sune Yeh log JCA ka misuse kar rahe hai

Please do not create any thing absurd it affects us like anything. Law should be equal for all. After all we all are human beings. Dont try any sort of hatrade speech. There are lot of regions who dont perform well it does not mean that they should be penalised. Spread love not hatrade. I wish you good luck in life.

It is correctly said by Mr Battacharya about some of the senior Officers preferring other cities for postings which in a way has influenced the number of posts allotted to West Bengal. However all other policies are also influenced by such consideration .

Hey JCA members Of West Bengal! What are you waiting for? Go to the court and stop this biased and unjustified CR mainly due to being dry zone for MALAI khane walon but still hatching revenue of more than 25000 crore. Why not you JCA members make the WB first one to implement NRP and promote all eligible officers and others by creating ad-hoc posts also? By doing this, you people will also clear all litigation and also it will slap the selfish and shrewd central members & others.....

Passing should be retained as it gives everyone chance for early promotion. 50-50 means half through senior in joining and half through senior in passing. Otherwise ,On removal of passing, there will be no meaning of exam. Join and wait for your promotion on your seniority. Hence passing is a motivation to staff and it should also be given for ITO.

As per the norms of DoPT, the Recruitment Rules are to be amended on a regular basis (every five years) with a view to effecting such change as are necessary to bring them in conformity with the changed position, including additions to or reductions in the strength of the lower and higher level posts. In 2009 (after 6th CPC) DoPT issued instructions to amend the existing Recruitment Rules in view of the revised pay structure/merger of pre-revised pay scales/up-gradation etc. Complying with this, almost all the departments have effected amendments to their RR wherever necessary. Only the IT Dept., is still operating on recruitment rules notified even decades ago. The new RR now framed is to ensure adherence to DoPT guidelines and for obtaining clearance of CR proposals.

Please see the circumstance with larger prosprct, the wb is collecting only 24 k crore means less than 4% of total revenue why JCA and specially itgoa Secretary Bhattacharya is cring fowl .

DEAR WB people, apne matlab ke liea to sab ek ho jaten hai. Think of your other brothers. I am inspector of 1989 but still ITO. My counterparts from WB/NER are working as JCsIT/DCsIT. Why so much benefit to WB and why so injustice to other regions. WB ke JCITS ko demote karke doosron ko promote karna chahiye. There should be parity in ALL INDIA PROMOTIONS. Inspectors of the same batch should be promoted as ITO in the very same year. Then there will be no injustice. Fir WB chahe hazaro...n post le le. Ham tumhare saath hain. Hum bewkoof nahin hain jo apne nuksan ke liye tumhara sath denge.
BOARD has only done a single good work and you are cursing the same. Mr. Bhattacharya, you are OUR National Leader and cannot work only for WB people. Sacrifice as Lord RAM has sacrificed Maa SITA to maintain public mandate.

I joined IT Department in Kolkata in 1996 (1994 SSC), cleared ITI Exam,1997 and ITO Exam, 1998 (fortunately till date nobody blamed that exmainees in Bengal had cleared Deptt. Exam by copying). Still I got promoted in December, 2003 only, in spite of so many stories circulating around regarding almost NIL residency period in Bengal. Situation was such that the person sitting next to me at that point of time once expressed his doubt whether I had actually cleared my exams or not. He saw so many ITIs around getting promotions, but not me. I admit that the situation might be worse in some places and similar or slightly better in others. Believe it or not; but at the point of CRC, 2000 post allocation, West Bengal was in the third position in terms of stagnation. Sir, your counterparts in Bengal of the batch you are referring to are really privileged. But that was obviously not their fault or that of the region. Actually, that happened due to the unique situation prevailed in Bengal in early nineties (very few eligible candidate; actually even very few willing to take Deptt. Exam for poor promotion prospect). Some of your contemporaries from Bengal cleared the stand many a times writing in different platforms in the social media, but the allegation continues. Sir, I fully sympathize with you. But do you now want justice by wishing to see some 2010 or 2011 batch ITIs of Bengal expressed the same frustration like yours in a blog after 20-25 years? Withdrawal of posts from Bengal as planned by the Board may create more stagnation in Bengal than what you faced. CRC, 2013 was a great opportunity for addressing the issue of stagnation and regional disparity. But that has never been taken into account and we have missed the bus. In absence of any proper study, even the regions getting more posts this time may have to face more stagnation in coming years. Direct Recruits clinched two additional steps for their ladder. CCsIT, almost without any work, got automatically promoted to Spl. Secretary rank from Addl. Secy rank. CCsIT(CCA), so far busy only with referring every matter to the Board, are now double promoted to Secretary Rank. And we people are still engaged in fighting with each other and helplessly staring at much much bigger stagnation in ITO to ACIT promotion.

sab region ko hum log respect karte hai. it is true that the collections of wb charge are much lower than those of other charges. but dear comrades har charge ke sath har charge ko milie math plaease. har charge me kuch log kam karte hai kuch nehi karte hai par iska matlab yeh nehi ke wb charge ko sarif akele jhelna pare. the comment that one make in this blog is "whole charge should be cut down" is relay ridiculous in sense. plese don't pass such stupid comments. If you have problem then please go to the cabinet to close wb income tax dept.
