Biometric Attendance to be implemented soon

Update on 13.08.2014 : Bio-Metric Attendance Monitors installed for employees of urban ministries
To ensure punctuality at work, Bio-Metric Attendance Marker Systems have been installed for employees of the Ministries of Urban Development and Housing & Urban Poverty Alleviation located in the Nirman Bhawan. 
Eight such systems known as ‘Aadhar Based Bio-Metric Attendance Systems (AEBAS)’ have been installed at six gates of Nirman Bhawan. The Unique Identity Authority of India (UIDAI) has provided the machines and the attendant software and authentication devices for the wall mounted systems. 

Employees have to use last four digits of their respective ‘Aadhar’ number as ‘Personal Identity Number (PIN)’ besides using finger for authentication. An Aadhar registration camp is being organized for those who do not have Aadhar cards. 
Installation of these Bio-Metric Monitors followed surprise checks under taken by the Minister of Urban Development and Housing & Urban Poverty Alleviation Shri M. Venkaiah Naidu on July 28 and June 12, 2014 during when late coming to office was noticed. Shri Naidu then directed the Ministry officials to take necessary measures to ensure punctuality at work. 
 Earlier News : Soon all ministries and central departments will get biometric attendance system, which will be linked with Adhaar number of each employees. 

Sources said that the entire project across all departments will be implemented by National Informatics Centre (NIC) and an order will be issued soon. Though at present, quite a few central offices have installed biometric attendance, the need to link it to Adhaar is being done to ensure that the employees cannot do any fraud to mark their attendance. 

"This additional provision will ensure that the genuine employee is recording attendance while coming to office and when he clocks out,"said a government source. 

Following recent surprise checks by two central ministers - Venkaiah Naidu and Prakash Javedekar - when they detected huge number of late comers, they had directed installation of biometric system so that there is proper record of when the employees reached office and when they left for the day. 

Biometric attendance system is a foolproof technology to ensure the accuracy of attendance and is useful to big organizations and government entities. What makes a biometric time clock one of the best time and attendance systems is that it has a biometric fingerprint scanner built in that is much more accurate in time keeping that a time card or time sheets because employees can't clock in other employees.

Employer, in the case of govt servant the state or central govt, has got all right to ensure that their employees present in the work place and do their work for which they are paid from public money. It is unfortunate that majority of us demand rights but fail in punctuality, sincerity and loyalty. If all govt servants (including ministers as they r also govt servants) start doing the duty assigned to them properly and efficiently the nation will grow & develop and become No.1 in all fields in the global arena. Will it become possible ? Or remain imagination of poor citizen of the wealth enriched poverty driven nation.

This is a very good step. The public should get full service during the entire office hours from the bureaucrats - no doubt about it. But what about our MPs and Ministers ? How many of them are attending the sessions? How many of them are walking out after signing and pocketing the amount for sitting ? How many times their salaries and allowances are being hiked ? How many of them are utilizing the MP fund in their constituencies? An employee after serving for 35 years has to retire without pension ! An MP after lavish life and even without full tenure of 5 years is getting pension?!

Certain rules are to be set for you also:-

1. After the term is completed, the assets should be verified and those who amassed wealth without legal sources should be sent to jail.
2. For the treatment of self and family members, they should compulsorily be sent to Government hospitals only where the voters are expected to get treatment.
3. Those who do not utilize the Fund meant for the constituency, should not be allowed a second entry and the whole salary and allowances paid should be recovered.
4. No pension shall be paid as it is not an employment.
5. Travel should be in the train only.
6. In the canteens for MPs, only ration items should be used.
7. The children of the MPs and Ministers shall compulsorily be admitted to government schools and colleges.
8. On tour, they should stay in government guest houses only not in 5 star hotels.

OS Cadre is one which will consist of people who does not pass even the ITI exam in the Department and who are not senior enough to be promoted as AO which again consist of only half baked knowledge persons occupying the posts who are giving trouble daily to the members of staff. There should be an exam for the AO posts on establishment matters.

Good news and accepted that punctuality is must for execution of the duties within proper time ! But should' such people thinking of such things first find out the root causes of late attendance ! Departments do not have proper infrastructure . Funds allotted for the same are restricted to paper works only ! Officers and staff are entitled to prper working conditions, nbut how many offices in India are properly equipped with ! Think of the plight of people working in temperatures ranging around 40 degrees with no ACs.Do you think mere Timely attendance will resolve all the problems. Sirs who are concerned, please first provide with adequate Infrastructure for Proper functioning of our duties and then if we do not deliver,then you shall have all the rights to take the disciplinary action against us.What is the point if we come in time and spend whole day dozing in the heat ! so respected Sirs, please think of first improving the working conditions before simply putting forceful useless pressure on attendance and then see whether the work culture improves or not !

Bro all r not same if superviser r not there some of our ...... not willing work. In each n every establishment someone must be there to watch. Asper your version there should not be anyone who have to maintain law n order. Passing of papers is not a measure ment to judge anybody. What tricks are be used to clear exam everybody knows. How many persons are there who are clearing the exam by using their skills. So pls dont post the comments without proper knowledge. Your comments may hurt others right persons.

When a citizen purchase a match box for 50p, part of the cost paid goes to govt as excise duty. This amount is forms part of salary we get. So placing preconditions (like provisioning of AC )or questioning the loyalty of other persons (like MPs do their work first) will not in any way absolve the responsibility of govt servant. Think of Our fellow citizen in unorganised sector and his eoking atmosphere or think of unemployed youth having much more talent than a govt servant. We the govt servant are a blessed people comparing to others.
All these discusion is only because our constitution provided the provision for mechsnism to safeguard rights and there is no such mechansim to monitor duties of citizen. But compelling to do the duty of a public servant is also one of the right a citizen of this nation got as per the constitution.

Do we make any excuse for claiming rights and then why excuses only for doing duty expected from a servant paid from public money.

First of all Biometric attendance should be made compulsory for Group A Officers. Later in due course of time Group B officers should be brought to this scheme followed by group C& D at last. Higher officers should present themselves as role model before their subordinates.

Dear brothers, ITEF only bother about ITI only because in income tax department the Inspector post is in Gr. -C cadre whereas in other department post having G.P.-4600 are in Gr. B (NG) and ITEF very much selfish in this matter that they never raised the point to change the Cadre of Inspector from Gr. -C to Gr. B (NG). If they do so then a number of employees immediately out from the ITEF membership. So, they do not want to leave these employees and ITEF is paying for this since long time. Now, ITEF have change the name of federation and covered also Gr. -B(NG) also MTS too. But they although want to enjoy the joy of posts therefore, they did not obsolete the post of MTS cadre or earlier Group-D cadre. They are running simultaneously two federation under one very nicely. It shows that they have some wasted interested alongwith these posts.
I humbly request to all the employees of the department that we should oppose the conferences organised by ITEF on National level and on Circle level and if ITEF is governed by laws then every employees have has the right to cast his vote for all post directly not as delegate.
They are playing game behind the election of delegates and the function of wasting of money every year.
Pl. forward this message to maximum employees and come with against the present by laws and tradition to have a post for long time not at National level (Apex Body) or Circle level.

its a very good thought and should be implemented in all the offices uniformly. but one thing is to be added in this biometric attendance is if any employee works beyond the office hours then he has a right to receive additional income and their work should be scrutinized.

Let me know that in Karnataka & Delhi regions, whether ITI promotions were effected in the ratio of 3:1 (MS : Steno) or in any other ratio. Kindly inform.

Naye offices and jurisdiction ka kya hua lagta hai cbdt bhool gai ki naye offices k liye ito and inspector ko abhi tak osd lagaya gaya hai

Forget about bio metric attendance. CBDT is sleeping over more urgent issues like approving of new jurisdiction orders for newly created posts even after lapse of 1/3 rd of the current financial year. no one is accountable. As if this is not enough DG, HRD is going for foreign training although he is retiring next month. It seems the entire department is turned upside down.

Waah pm saab waah aap jara vacent seat per bhi to jara najar daalein e biometric se ka ho ga TA aur Sr.TA ke post mein to 60 % to vacent hai pahle ye to full ker lijiye phir biometric laga lijiye ga main hun ek Sr.TA NWR
