Updates about cadre review implementation

The Chairman CBDT recently visited Hyderabad and in the sideline of official review meeting he informed  following news which are the concern of many employees
ITO to ACIT promotion
All constraints regarding ITO to ACIT promotion have been removed and the DPC is likely to be held "very soon."
New Recruitment Rule
The new RRs are awaiting DOPT approval and expected soon. In the mean time the draft RRs to be circulated to the cadre controlling authorities to get prepared for early DPC.
Jurisdiction
The draft jurisdiction prepared is currently being cross checked by the respective Pr CCITs. The official notification is expected to be within 15th of next month.

It is clear now that no DPC canbe made till rules are final by DOPT. Second thing as per new proposed rule three yr service as STa is must for ITi promotion. passing criteria also abolished
now justification to babu as steno quota will be abolished

It is a Long wait for I.T.O to ACIT Promotion. It is very disheartening Fact in the Dept. The only Post not being promoted is This one. Let the Hon'ble Chairman Sir Fulfil his promise this time and do Justice to this Cadre. Thanks..

Whether TAs served 7-8 years regular Service and got promoted as Sr. TAs in September 2013 is eligible for Inspector as per New Recruitment Rules? Please reply correctly friends..

Is there any dead-line specified by the competent authorities for implementations of the cadre restructuring of the Deptt.?
When are Orders of EAs & AO Gr.-III for RY 2014-15 are likely to be out by Concerned Pr. CCAs? Any answers? I'm waiting.

कम से कम कोई तो दैनिक वेतन भोगी कर्मचारियों के बारे मे सोचो, सबको अपने अपने पदोन्‍नति, सातवॉं वेतन और फायदे के बारे मे चिन्‍ता है, जरा इन सभी चीजो से आगे बढकर मानवता के वास्‍ते ही उन बेचारे गरीब, बेसहारा दैनिक वेतन भोगी कर्मचारियों के बारे मे भी एक बार उच्‍च अधिकारियों से वार्तालाप करें, प्रत्‍येक बार क्‍यों ऐसा होता है कि सरकार और उच्‍च अधिकारी केवल सरकारी कर्मचारियों की ही मॉंग पूरी करती है चार्टर ऑफ डिमाण्‍ड मे क्‍यों हर बार दैनिक वेतन भोगी कर्मचारियों को स्‍थायी करने की माॅंग पर ध्‍यान नही दिया जाता है, इसलिए आप सभी से निवेदन है कि आप सभी लोग एकजुट होकर इन दैनिक वेतन भोगी कर्मचारियों को स्‍थायी करवाने की कोशिश करें

The ITEF, Central H.Qrs. has to fight for consequential posts to be given for R.Y.2013-14 if the guidelines of DOPT is correct. All the ITEF branches should also pressurise for issuance of directions to conduct DPCs in respect of consequential vacancies.

As per new RR. Executive Assistants having passed ITI exam with three years service (inclusive of Sr. TA/OS/Steno I/II) will only be promoted to Inspector. However, in Old RR, TAs having passed ITI exam with three years of service were eligible for Inspector. No benefit for passing earlier ITI exam. Is this benefit given in new RR?
ITEF is celebrating for new RR. Has our chances of further promotions multiplied? Why such ITEF should not be discarded?

In chennai I am working as Sr.TA for 6 years. Cleared ITI exam in 2007 yet not promoted as ITI I don't know whether I will get promotion as ITI if new RR has come. Is this the situation in all charges. Whether date of passing is there in new RR?

The Supreme Court, in their judgement dated 24.3.1983 in Civil Appeal No.2954-55 and 2956-57 of 1980-Y.V. Rangaiah and Ors. Vs J. Sreenivasa Rao and Others and accepted by UPSC it is clear that -------
8. VALIDITY OF RECRUITMENT RULES

The Supreme Court, in their judgement dated 24.3.1983 in Civil Appeal No.2954-55 and 2956-57 of 1980-Y.V. Rangaiah and Ors. Vs J. Sreenivasa Rao and Others held that the vacancies are governed by the Recruitment Rules in force as on the date of occurrence of vacancies, and that the vacancies which occurred prior to the amended rules would be governed by the old rules and not by the amended rules.

Then how new rules will be applicable for RY 2014-15.

This will happen only in CBDT because of pressure tactics by ITEF. The CBDT, should ignore the ITEF & direct the concerned pr.ccits to issue promotions as per old RR. After the gazette notification of new RR, then issue promotions on new RR but now it should be on old RR

As per N R Parmar Case, seniority to be counted from the recruitment year for which the notice of recruitment is published, irrespective of joining in the department. As the joining in the department is not a criteria for counting of the seniority, now, it can not be ruled out that a person joined in the department due to transfer does not fall under the NRP case. Hence, the seniority of the Inter charge transfer person should also be delt as per the case of N R Parmar, there is no question of loosing the seniority after implementation of NRP case . Deviation, in this regard should attract a case against the authority by name for justification. Not against the department.

This is a right time to study all promotion orders of the regions in according with Government/DOPT/CBDT latest instructions and to issue uniform format/model copies of promotion orders so that litigation will be avoided. Can CBDT/ITEF look into this matter for common cause?

It is not understood that what is going on in CBDT? Whether CBDT has responded to ITEF's letter dated 28.07.2014 with regard to consequential vacancies or not? If so, what is the stand taken by CBDT? Why they are delaying in issuing the instructions to CCITs to conduct DPCs? If CBDT does not agree with the ITEF's requisition for taking up the consequential vacancies for R.Y.2013-14, it is to be informed to all the members as to why those posts fall under R.Y.2014-15 and basis for the same. Nobody knows what is going on in the Board. If these vacancies fall under 2013-14, what is the need to wait for recruitment rules? On the basis of old rules, these vacancies can be filled up immediately. ITEF should pressurise for issue of directions immediately.

Examnation is must how can an 4th class employee become a ito in future without checking his/her knowledge. Bibhag ka bantadhar kar dega
