CBDT issues standard operating procedure of operational vehicle

At last CBDT acted upon misuse of operational vehicle. We have described earlier in this blog how the operational vehicles in this department are actually being used. If any one has missed it, please Click Here for the earlier post.
As per the recent communication to all Pr. CCITs it is clarified that
"The operation vehicles are only for operational needs of the department and are to be used for discharging the various functions under the I.T. Act"
"The operational vehicles are not allocated for individual officer. It is for the operational requirement for the entire Range/Unit"
"It is a duty of Pr CIT/CIT to ensure the pool of such operational vehicle is optimally utilized for the aforesaid purposes."
"The Pr CIT/CIT should also ensure that the logbooks of use of operational vehicles are properly maintained and certified"

Now the question is will there be an end of using these vehicles for personal purpose ? Will the Range / Unit will be able to use them on actual official purpose ? The answer lies with the activity of unions and common employees as now the responsibility of misuse is fixed on specific person.

Now ITEF should undertake monitoring the implementation becoz by this direct beneficiaries are going to be its members and indirect beneficiary is our nation's kitty.

Will ITEF take over the role of watch dog in this matter? Or it will remain mute spectator as earlier?

The operation vehicles will still be used as 'own personal vehicle' by the Officers. The only solution of its misuse is 'hire when it is necessary on the need basis' otherwise it will be a futile exercise. The misuse is rampant in all stations. Let us see how the new circular will prevent misuse of operation vehicles.

This is a very good article written. Each and every word written there is, in reality, cannot be said to be untrue. But who can stop it. If the amount spent throughout India by various Commissioners of IT Dept under this head "Operational Vehicles (may be it is spent under Office Expenditure 'OE' head)" is taken into account, it will certainly be going to be a mind boggling amount. Yes, as somebody said, in India, Law Makers are the Law Breakers. That is why India is what it is now (in worst condition. In India, there are a substantial number of cases of "Fence eating the crop". Majority of the population from every walk of life or every walk of sphere is contributing its mite to destroy the country's growth by contributing to corrupt practices. Even God cannot save India because its countrymen want to save for themselves and "shave" the country. It is true that operational vehicles are being used for family enjoyment purposes. Mostly,the higher grade officers are misusing the above vehicles. Govt. should implement fine of ten times of transport allowance if found guilty of misusing the vehicles. GPS Should be installed on govt vehicle to track where it goes and should be connected to their Aadhar Card. If possible the same may be taken to the knowledge of the Prime Minister and Finance Minister. Otherwise it will not helpful to us.

The so called 'straight forward' officers are also misuse the operational vehicles in this department for their personal trips.

Further sanction of op. vehicles in CBDT is an extravaganza. Even existing vehicles are misused by the IRS. A lady officer lets her own vehicle to the Tax department in Hyderabad, many joint Cit`s keeps the op vehicle at home for the use of their spouses and children in Hyderabad. A joint CIT at Vijayawada politically connected keeps the op. vehicle at Hyderabad for personal requirement. Why waste public money like this ?

one should not always think on the negative side. Operational vehicle increase efficiency, one is not forced to depend on market to hire the vehicle for official duty. Why don't you people comment on the companies who claim large expenses on account of various heads to lower the profit or show loss. This is why Govt.'s decisions are late.

Dear March 17, 2015 at 12:42 PM In front of our eyes, only a group of officers enjoying the transport facilities and thinking as if it is only for their personal use and officially it is called operational vehicle means what. If the staff ask for vehicle to go to any common purpose such as staff marriage or other functions of staff members, the officer enjoying the operational vehicle in most of the cases won't give. Is it their personal vehicle? Good move by the CBDT.

If a junior is asked to verify logbooks of trips taken by senior officers the misuse may be stoped

Dear Anonymous March 17,2015 at 4:46 PM. Operational vehicles cannot be taken for staff marriage purposes or other functions. It should only be used for official purposes such as for collecting the taxes, 133-A operations, attachments etc. Let us see how far the present directions in the CBDT Circular will be followed.

One of our friend said in this ongoing discussion that telling about misuse of operational vehicles is negative side and compared it with exemptions given to companies We at govt employment (job secured)should always remember that our salary is the hard earned labour of fellow countrymen. Companies give employment to lakhs of people and life security of these lakhs of people depends on sustainability of the companies. To secure the life of lakhs of people these exemptions are given. We , most of us at govt service think about retirement age at 62, did we ever think of giving full time employment to single person.

To generate employment opportunities to youth of this nation, companies have to survive and they need to expand the operational capacity . To achieve this goal, govt encourages companies by giving exemptions. Can govt provide job to every one?

Even for arguement sake we agree that is wrong, in which way misuse of vehicle can be said as correct. All outdoor activities which is beeing carriedout now were conducted in the same way prior to sanctioning of operational vehicle under 1% incentive scheme. Working style of our department employees engaged in field activities remain same . Then this sort of incentive meant for whom? Most of the days it is not used for operational purposes. So it is better to change the nomenclature of the vehicle to suit the usage so as question of misuse will not be questioned. There after it will be questioned only when used by mistake for operational purposes.

We also part of the department and we also have full rights to enjoy the facilities of the department. Time has changed.

Even after issue of circular by the CBDT, our learned officers are still (mis)using the operational (?) vehicles for their personal purposes. What a shame? Who will cat the bell?

Officers uses these for daily up downs upto 100 km , these can be verified from CCTV cameras on road, fake log books are jokes

This is high time that the operational vehicle be alloted for operational purposes of the personnel working in department and for the providing vehicles to the Jt/Addl CIT and above authorities. As it is the practice. CVC should take up the issue and call the logbook of these so called operational vehicles.

Instructions are issued routinely by CBDT and they are not followed in the same "routine" manner by senior officers themselves. Immediately after going through the same, they tend to ignore and carry on with what was being carried on in the past. A separate head for monitoring expenditure under the "Operational Vehicle" should be maintained and there should be C&AG audit even for the expenditure spent under this head. Even then misuse cannot be ensured cent per cent, as these people are capable of making them (i.e., C&AG people) mum by extending the same facility off and on or as and when required by them for their personal needs. It is very difficult to stop misuse of these operational vehicles, as what most of the times happens is "misuse" than "proper use". It is better to go for hiring of vehicles as and when required rather than spending a regular amount for occasional works such as Surveys, Searches, etc.
