As per the direction of Hon'ble CAT, Calcutta Bench and CBDT's advisionry,Kolkata region has also published the seniority list of ITI upto RY 2008-09 where a no. of candidates (more than 50 ) are now ITO and are junior to existing ITI. The Administration of the WB region should immediately Review the old DPC and give the consequential effect.

Why cadre controlling authority do not obey instruction of CBDT ? What action may be initiated by CBDT? Person who are posted in Cadre Controlling authority is only interested for cream posting in department. For example:- In Delhi region to Two ITOs(Personnel) are posted for next cream posting. Name are Shri H.K. Sharma and Shri Arun Kumar Sinha. Both are posted only for seven months. Due to short duration implementation of N.R. Parmar cannot be done.
The whole mess on NRP was created by the ITEF. The NRP judgement by SC itself is wrong due mis/non representation by the affected parties and SC has delivered a wrong verdict in the case of NRP. The same SC has on earlier/subsequent occasions has rendered contradictory judgement on the same issue of fixation of seniority. NRP has been pursued/being implemented only in I.T department and in no other department of Central Government, even in our sister department Customs and Central Excise has not been implemented. The DOPT has not bothered to implement NRP for all central Government departments. The DOPT has clealy mentioned that only in seniority disputed cases the NRP should be implemented and NRP should be implemented only after the NRP judgement date. Originally the CBDT has made clarified that the NRP is applicable only for ITI cadre. But due to constant pressure put-forth by the ITEF, the CBDT compelled to issue clarification one by one which resulted in complete chaos in the department at present. Instead of fighting the wrong verdict of NRP, the ITEF is adamant to implement NRP on all cadres. Because of this whole mess, the ACIT promotion is getting delayed. ITEF will face its dooms day very soon.

In income tax department, nobody is aware of establishment matters. Not only in transfers, even for promotions money can matter to bypass an eligible candidate. That's why establishment posting is better than assessment to make money. Postings are also made for years without following rules.
In ODISHA Charge vacancies are there and the eligible candidate are very few so as per OLD RR, TA is also eligible for the promotion to the grade of ITI therefore those who have clear the departmental exam and completed three year of service have got the promotion. All are Interchange people of 2006 batch. Not to be surprised or Lucky. That is their rights.

I haven't asked for any extension but administration didn't issue appointment letter so what is my fault and even though there are 5 more candidates like me and many other are there but they haven't clear any exam so there is no point of concern for them but for us, it is very unfortunate time. I request every one to share any instance when a promotion has been granted before completion of probation in any region. Due to this region we are becoming juniors of our batchmates. All 6 hasn't asked for any sort of extension in joining.offer letters are issued for the first time in May-13 & June-13 for them. No promotion before completion of probation...I joined in March 2011..some people joined 6 months later my joining they all were from intercharge... They were my juniors in the senior list but they promoted to STA and I was not because my probation was not completed.

I have posted very clean view questioning the maximum appointments from particular states but blogger did not published my query. Where to go children of other states. Are they not have I.Q. have they not any rights in the Central Govt. Appointments. It is known fact that young men/women of many states are mently and physically fittest persons in comparison to questionable states. Why this all discrimination. Who is responsible. Members r requested to express their views. Bloggers is also requested to publish this he/she is not belongs to the same states.

any one can observe easily.. the SSC in CGLE advertisement, except for the posts in Incometax department, it is advertising the number of vacancies to be selected in other departments and the SSC in other central Government departments like CPWD etc it is clearly advertising the number of vacancies and how the reservation quota is mentioned. Why for the Incometax department is not advertising and when the Honorable Supreme court in Meghalaya Public service commission, anupdas case and Renu & others case have clearly ruled that No recruting agency in India could appoint candidates beyond advertised vacancies. whether the SSC is exempted because it is under the DoPT and the PM is above the law.
