As far as the factual position lies, . For the promotions to the Cadre of ACsIT, DPC proposal for 2014-15 is under preparation. The exercise for promotion of ITOs to the Cadre of ACsIT, for vacancy year 2015-16, has already commenced. The number of promotion in each year is still 180 only despite the hue and cry.
CBDT published the minute of meeting with JCA held on 16th Sep'15 and described the situation from there view point.
JCA is not satisfied with the published minute and clarified their stand once again and sought immediate intervention of Chairperson CBDT.

Before any promotions/appointments, all certificates of staff of this department should be verified as per DOPT instructions.
Completion of scrutiny assessments should be stopped till 28.02.2016 and search and survey should be boycotted immediately so that CBDT and Government feel the pinch. Simply stoping of reports will not have any desired effect
Friends, one message shared in whatsapp from Tamilnadu says that a ITO was manhandled in Puduchery last week. I was watching both ITGOA as well as ITEF blogs for any reaction, but till now no reaction. Is ITGOA functioning for a particular group of people or they think ITOs do not deserve any sympathy. DOPT's Circulars/Notification/OMs does not effective in Incometax Department, what about Rajeev Mohan Case and Catch up rule
Therefore the president and sec gen of ITGOA should pass ICS on merits to become CIT and not cling on to some ambiguous decision like N R P and dream of becoming CIT (promotee ofcourse) by compelling itef to support them in trying to fulfill their aspirations. If they hv guts they should go on strike alone rather than taking support of promotees in itef and later shamelessly back stabbing them.
In any case the present pres. And sec. Gen. Are an incompetent and selfish duo and deserve to be ousted from their posts as they have adopted a new religion called NRP.

Rajiv Mohan judgement is a contradictory judgement of NR Parmar hence it is outdated. Rajiv Mohan case is a case of particular situation that was applicable to the person concerned not to all. Catch up rule is not possible in CBDTdut to old RR because various types of seniority is there in CBDT like Exam passing seniority, steno seniority, Ministerial seniority etc. If new RR comes in November which is almost revised and going to be put up for DOPT approval, then catch up rule is possible. Again catch up rule will be aplicable to employees after 2016 batch of CGL not to existing staffs.

That is very kind of you. God bless you. If CBDT members are sons of soils they should not bother about these so called agitations if ITGOA. Come what may revenue collections will not be affected. ALL PRCIT AND PCIT should convene meeting of tax professionals in their respective charges and exhort them to ensure that their respective clients pay taxes.
No worry about so called agitation of itgoa.
CBDT should ensure that promotion to ACIT should be through a tough departmental exam conducted by UPSC. Only those who get merit should be promoted as ACIT and not any Tommy or Harry corrupted and unignified sold out.
