In a letter written to Chairperson, CBDT on 1st December, JCA asked immediate intervention of CBDT to get the stay of Ernakulam CAT vacated to ensure DPC for the promotion of ITO to ACIT.
The verdict of the above mentioned case kept reserved. As per the letter, CBDT must ensure of early pronouncement of CAT order or move High Court to get the stay vacated.
As per the letter, CBDT forwarded proposal of promotion of all ITOs promoted till 2003-04 to Revenue Secretary.

Meeting with RS was held on 3-11-15. Hearing in CAT was held on 11-11-2015. JCA reminding cbdt to vacate stay in cat on 1-12-2015.
It is drama of JCA to show that they are doing something. It was said earler that proposal of dpc for 2015-16 will be sent to upsc at the earliest. Why it has not been sent till date?
JCA has been extending suspension on agitatation citing some promises of cbdt or RS. In next meeting JCA will extend suspension of agitation saying that cbdt has promised to send proposal of dpc for 2015-16 in next week or dpc for 2014-15 will held on 15-1-2016 or proposal of dpc for 2016-17 will be sent in next month
I think the JCA is doing their best to get our minimum demands from the Board. Recently planned agitational programmes are the examples for it's efforts. Anonymous persons should think positively and back the efforts of the JCA to extend our moral support. A small sigh of dissatisfaction towards our attitudes may ruin the entire efforts. Thanks to JCA for their efforts.
ITGOA (CHQ) has purposely using this kind of tactics with main motive to delayed the DPC for RY 2014-15, as the simple statistic shows that in 180 promotions for RY 2014-15 consist as many as more than 90 SC/ST ITO’s. which having percentage of more than 50%. The present as well as past ITGOA leaders have their hidden agenda of anti-reservation which causes delayed in the DPC for RY 2014-15.
Why Mumbai ITEF is silent for DPC of Sr.TA to Inspector for 2015-16?
There is no stay by any court on DPC in Mumbai.
If NRP implementation is hurdle then how CBDT sent proposal for DPC to UPSC without NRP implementation.

So many affected persons have filed in various CAT asking for stay of DPC for promotion to ITO to ACIT. If one stay is vacated another from other CAT may come and will continue till when God knows. Who cares. Nobody is serious. Just killing time by taking shelter of ongoing litigations.

Mr GB Connur up to how much time we should think positive. Till retirement without promotion. Dont your blood boils that 2-3% arrogant irs delayed dpc of 2014-15 extraordinarily which should have taken place on march-2014 and definetly it will not happen in 2015. Do u know meaning of comrades which you harps again and again and kneel down before cbdt. If JCA had not started this agitation promotion would have happened earlier.

JCA should contact directly cbdt for vacation of CAT stay in addition to writing to cbdt if they really interested in conducting DPC for 2014-15 before December 2015.
First remove BEKAR BHATTACHARYA whose only plan is to make a career for himself in politics
Or else they should directly approach to the Ernaculam CAT to vacate the stay in public interest or file WP before High Court themself as simply writing to the CBDT and than wait and watch will not give any result as no body in CBDT is intersted in our promotion what they are doing is simply a eyewash that too on intervention of RS.
What is the ITSEWA doing? 90 out of 180 ITOs belong to SC/ST. Some one has filed application before Principal CAT to implement catch up rule. if Principal CAT also impose stay then dont expect dpc before 2017
JCA is the main hurdle in promotion. Had JCA not been in picture, promotion would have taken in place in December 2014.
JCA expect promotion before 15-12-2015. This is to show something what JCA have achieved. JCA has delayed the promotion for more than one year and its a record.
Whether anyone in JCA knows what the DOPT calendar is? What was the due date of completing DPC for 2014-15? Why the DG(HRD) issue circular in May-June for DPC of current year? Why ITEF dont oppose it which should have been issued in Feb-March in previous year.
Now what ITEF is doing regarding issuance of instruction for V.Y. 2016-17. As per New model calendar for DPC issued by DOPT, DPC for V.Y. 2016-17 must be held in Jan-16 to Feb-16.
Again lack-lustre attitude will spoil a whole year, if promotion order issued after March,2016.
जहाँ Union involve हो जाती है वहाँ delay निश्चित है item के होनहार लीडर को तो ये भी नहीं पता होगा कि dopt calendar क्या है। इनकी value तो तभी है जब कोई काम आसानी से न हो और इन्हें दखलंदाजी का मौक़ा मिल जाए

All Gr.B & Gr. C promotions must be effected by Feb,2016. All members should pressurize union leaders to issue executive instruction in this regard. It is high time otherwise big loss will be there.
चलो Union लीडरो के घरों के आगे धरना करते है क्योंकि ये तो बोल कर भी CBDT के chairperson के घर के आगे धरना देंगे नहीं
Union के कैलेंडर के हिसाब से २०१६-१७ की dpc की न्यूनतम तिथि दिसम्बर २०१६ है और अधिकतम की कोई सीमा नहीं है
हर बार ये अधिकतम का record बनाने की कोशिश करते है
