Clarification from DOPT regarding bunching

DOPT issued clarification on bunching of increments. Though the clarification refers to AIS Pay scale but it can be assumed that it will applicable for others too.
".... this Department has been receiving queries from various Ministries/Departments/State Governments for fixation of pay in respect of members of Service whose pay gets fixed at the same Cell,in the applicable Level in the new Pay Matrix. The matter was clarified vide OM No.13021/1/2016-AIS-I (Pt.2) dated the 10th October, 2016 (copy enclosed). It is once again clarified that as per Rule 4 (A)(ii) of IAS (Pay) Rule, 2016, in cases of fixation of pay of IAS officers drawing pay at two or more stages in the pre-revised Pay Band and Grade Pay gets fixed at the same Cell in the applicable Level of the Pay Matrix, one additional increment may be given for every two stages bunched so that the pay of the member of Service drawing higher pay in the pre-revised structure is fixed at the next vertical Cell in the applicable Level."

In 6th Pay commission fixation of pay on promotion within a pay band was given by granting only one increment. Would the option of lowest pay as applicable for direct entry candidate in that particular grade pay post or one increment on promotion was implemented, the cases of bunching would have been bare minimum. At the most, final effect in buncing would have been only one increment. The theory of not allowing a sub-ordinate employee at par to his senior, is the root-cause of bunching criteria.

To reduce no of cases of bunching, the pay fixation formula on promotion from one grade pay to the next within one pay band implemented in 6th CPC needs revision by giving choice either to get the lowest pay as applicable to direct recruits of that GP post or get one increment of 3% on promotion.

Any bunching application has been approved by authority? Has it been pased by the ZAO? Please answer which charge it happened?

I hv calculated my bunching! I m eligible for 11 increment! Thanks God! No further promotion is required. My senior is eligible for 15 increment showing my pay fixation after bunching
