Now ITGOA forms committee to supervise NRP implementation

The Committee formed to supervise speedy and uniform implementation of NRP Judgement across all 18 regions and study the effect of ‘Rajiv Mohan case’ in the seniority of the officers in the cadre of Inspectors of Income Tax.
Mr. V.M.Jayadevan, Zonal Secretary, (South Zone) nominated as Chairman of the said committee.
"The BGM, Guwahati had decided to form a Committee to supervise speedy and uniform implementation of NRP Judgement across all 18 regions and study the effect of Rajiv Mohan case in the seniority of the officers in the cadre of Inspectors of Income Tax. The house unanimously decided to nominate you as the Chairman of the said Committee. The other members, as decided by the house, were Com. Shyamkumar, Com. Chandramouli and Com. Vijander Kumar. You were also authorized by the house to include any other member of ITGOA in the Committee, if you feel so. The Committee was requested to take the Zonal Secretaries of 5(five) regions into confidence to supervise the job in all the regions and also to visit various regions to remove bottlenecks in the implementation of NRP Judgment, if required, and the cost of such visits will be borne by the CHQ. All the Units of ITGOA are requested to cooperate with the Committee. Though the BGM did not specify any time-limit for completion of the job, the Committee is requested to submit a the status report regarding the uniform implementation of NRP across the regions and a study report of the effect of ‘Rajiv Mohan case’ in the seniority of the officers in the cadre of Inspectors of Income Tax to the CHQ as early as possible."

Email id and phone number made mandatory in all communication to taxpayer

"....Revenue Secretary has directed that henceforth any notice/letter/communication issued by any officer under Department of Revenue; including CBDT, its directorates and field formations; to the tax payers, members of public should invariably contain mention of email address and office phone numbers, of the officers signing such, communications/notice/letters for facilitating tax payers' electronic interface with the Department.
All are requested to kindly ensure that the above directions are strictly followed...."

ITGOA kept central committee unchanged

In the BGM at Guwahati, ITGOA members elected the existing committee unanimously.
Due to the amazing performance of the existing office bearers, all units opted to continue with the existing committee. No election took place. 
Hope the tremendous achievements of ITGOA in the last two years will be repeated in the next two years.

Advance increment for passing ITI Exam : benefit extended to O.S. & Steno Gr-I

CBDT extended the benefit of granting two advance increments to Office Supdt.s and Steno Grade - I for passing dept. exam of Income Tax Inspectors.
Vide the earlier order, Sr. T.A.s and Steno Gr-II have been benefited and a lot of representations have been forwarded to CBDT to grant the same to O.S. etc.

Ernakulam CAT pronounced judgement

Ernaculam CAT has directed to allow promotion on the basis of revised seniority list of Kerala charge. Copy of order could not be procured yet. It means promotion from ITO to ACIT is going to be delayed. All regions have to revise their seniority list and only then all India seniority list can be revised. The leaders could have anticipated it earlier. When revised seniority lists have been prepared as per NRP in all cadres, why it would not be applicable to ITOs ? ITGOA never tried to revise the list as many of them will loose seniority and some may face demotion too. 
The fate of promotion even for the vacancy year 2014-15 remains uncertain.

JCA circular makes it clear : No promotion this year (No agitation too)

In the recent circular of JCA it is now clear that no promotion from ITO to ACIT is going to take place this year.
"The earlier proposal for the DPC of 180 promotions was called back and the fresh proposal of 200 vacancies for RY 2014-15 had been sent to the UPSC by the CBDT on 10-12-2015."
"  It was proposed that 200 promotions may be done in each of the R.Y.s 2014-15 & 2015-16 and the rest in the R.Y. 2016-17, for a total of around 650 vacancies required for the purpose. It was also proposed that all the three DPCs would be held before 31-03-2015. The Hon’ble Finance Minister approved the Proposal on 02-12-2015."
No development in the Ernakulam CAT case, even the promotion of RY 2014-15 is still uncertain.
            "" The order of the Hon’ble CAT, Ernakulam is reserved since 11-11-2015. At the instance of Central JCA, the CBDT is pursuing the Court for disposal of the order early. The ITGOA, Kerala Unit is also putting its best efforts in the matter. The UPSC is not in a position to announce the date of DPC for RY 2014-15 before the stay in promotion is vacated by the CAT, Ernakulam."
Still no agitation till 31.12.2015 ( Probably no more !)
"The Central JCA convened its meeting on 10-12-2015 at New Delhi and took stock of the situation. Taking into consideration the positive developments on the demands from the side of the CBDT, it was decided to take a final call on the suspended agitational programme once the order regarding relaxation of RRs are notified and response of the CBDT is known on other pending issues and accordingly it was decided to suspend the agitation upto 31st December, 2015"
